What is the Shared Procurement Portal (SPP)?
A group of seven public agencies in Washington State have partnered together to create this regional
website that consolidates procurement services, making it easy for government and businesses to work together.
The website includes both information on how to do business with the partner agencies and access to our online
supplier roster program Public Purchase.
What is Public Purchase?
Public Purchase is the hosted software solution the SPP uses to manage vendors and distribute solicitations.
It is a complete public sector eProcurement solution, which uses the latest in web-based technologies to
support procurement requirements of public sector organizations. Visit their website for additional

What features and services are included with a subscription to Public Purchase?
- Supplier registration with multiple agencies.
- Use of the standardized and widely accepted NIGP (National Institute of Government Purchasing) classification codes.
- Automatic email notifications of business opportunities relevant to supplier's selected classification codes.
- Electronic submittal of bids and proposals.
- View and respond online to public opportunities.
- Engage in real time, online questions and answers for active opportunities.
- Ability to receive award results/postings electronically.
- Maintenance of your own supplier profile.
How much does it cost to participate?
There is no cost to register with Public Purchase. The free subscription allows you to access agency
solicitations, receive email notification from registered agencies and submit proposals/quotes electronically.
Public Purchase does offer a paid subscription though, referred to as “Bid Syndication”,
which offers some additional functionality. Please visit

What classification codes does the SPP use?
The SPP utilizes NIGP codes for its commodity and service codes. The NIGP coding structure was selected
because of its use nationwide and comprehensive list of goods and services. Please visit the

What is a Statement of Qualifications (SOQ)?
An SOQ is a document that describes a consultant's qualifications, experience, key staff and project
methodologies. An SOQ is required as part of the application process for certain types of architectural,
engineering and other professional service consultants. Please visit the
